Western Roads Federation and TAFE announce 650 new employees for the transport and logistics sectors within two years

Read on for more information about the program and how to access the program's talent pool.

A program developed by the Western Roads Federation (WRF) and TAFE, and backed by the State Government and the TWU, has attracted,  trained, and employed approximately 650 fresh participants into the transport and logistics sector over the past two years. The program currently boasts a female participation rate of approximately 30%. The objective of the initiative is not only to bring in new employees but also to raise the standard of entry-level training.

Students participate in a program delivering online, in person theory and in person practical units covering the following over a 10-week period:

  • Chain of Responsibility
  • Workplace Health and Safety
  • Fatigue Management
  • Vehicle Inspection
  • Load/Unload Cargo
  • Secure Cargo
  • Forklift
  • Heavy Vehicle Driving Assessment and Licencing

Formal assessments in all components are conducted in theoretical and practical environments. Forklift driving and Practical Driving Assessments (PDA) are conducted by qualifies assessors to award licences to students successfully completing the course and passing their PDA in either Heavy Rigid (HR), Heavy Combination (HC) or Multi Combination (MC) classifications depending on previous licences held. Students cannot advance to driving assessment until all components of the course are completed and successfully assessed.

The WRF are working in association with TAFE and the students to identify the best employment outcomes for each student looking at previous experience, individual preferences, and overall suitability to the wide range of opportunities available. Civil Construction Apprenticeships now available in Western Australia!

Nine civil construction traineeships have now transitioned to apprenticeships and are formally recognised with a trade certificate under a four-year Civil Construction Pilot Program (CCPP).

Nominal training terms have been extended from 24 months to 36 months. The four-year pilot program will enable two full-year cohorts to complete the three-year apprenticeship under the program.

The transition to apprenticeships will increase the quality of training in civil construction and create stronger career pathways into the industry. It's estimated there will be 1280 new commencements in the new qualifications over the four-year period.

RII30920 Certificate III in Civil Construction (seven streams)

RII30820 Certificate III in Civil Construction Plant Operations

RII31619 Certificate III in Trenchless Technology

Bridge Construction and Maintenance (Level 3)

Financial Incentives

Under the new Civil Construction Pilot Program, employers may be eligible for wage gap subsidies of up to $14,000 and an Employer Support Grant of up to $10,000.

Help ensure the success of the new civil construction apprenticeship

The new civil construction apprenticeship is the major element in our industry’s strategy to promote the benefits of trade-level careers in civil construction and attract more young people to careers in civil.

In the first fifteen months of the new apprenticeship, from September 2021 to December 2022, 529 Western Australians commenced a civil construction apprenticeship.

More than 100 of those commencements were people under 21. That’s a relatively small percentage compared to the ‘traditional’ building trades, but we are confident that percentage will grow as the new apprenticeship pathway attracts more and more young people to civil construction apprenticeships.

The Construction Training Fund is supporting our transition from traineeships to apprenticeships through up to $6 million in wage-gap funding to employers of civil construction apprentices. This funding will offset the difference in the minimum award wages between junior trainees and apprentices. CTF will also fund the wage gap between the trainee and the apprentice award rate for 50 mature-age civil construction apprenticeships.

It is important to remember that the new civil construction apprenticeship has been approved by the State Government for a four-year trial period only – known as the Civil Construction Pilot Program.

When the trial concludes in September 2025, the Training Minister will evaluate the success of the apprenticeship – considering factors such as the number of commencements, and feedback from apprentices and employers – and decide whether to make the apprenticeship permanent.

The Minister’s approval of the four-year trial was conditional on all commencing civil construction apprentices attending an induction session, conducted by the CTF.

At this induction session, new apprentices are introduced to the Pilot Program and learn about career pathways in civil, support services available, and other useful information.

Employers – please ensure your apprentices attend an induction session when invited by the CTF. This will help ensure the success of the Pilot Program and the long-term future of the civil construction apprenticeship.


Certificate IV in Civil Construction Supervision ‘existing worker’ fees to stay lower for longer

The Cert IV Civil Supervision is a proven way to improve the leadership and management skills of leading hands and supervisors (especially when delivered by our friends at Civil Train, the CCF RTO). In response to CCF WA advocacy, Cert IV Civil Supervision course fees for ‘existing workers’ (employed for 3+ months) were slashed from January 2022 and are now capped at $1200, saving you thousands of dollars. The low fees for existing workers will stay in place until at least December 31, 2023.
