CCF WA Board Members

CCF WA’s elected branch board provides governance and strategic direction.


PRESIDENT – Leon Fogliani

Leon is Operations Manager at BMD Constructions and has a strong history of leading successful major road and bridge projects in Western Australia. His approach is that of open collaboration by building relationships with clients, key suppliers and sub-contractors. Having worked his way up from graduate engineer to Operations Manager in WA, Leon has specific and relevant experience in the challenges our industry faces every day. These challenges can be overcome by working together for common goals to make our industry fair and sustainable for all.


VICE PRESIDENT – Dave Schlueter

Dave is General Manager and a Director of Enviro Infrastructure, a diversified civil construction company with operations throughout Western Australia and New Zealand, and Vice President of CCF WA. After completing high school in the state’s South-West Dave relocated to the Pilbara region and worked for over 10 years in the construction, resources and aviation industries in the Pilbara and Kimberley. Dave is currently undertaking post-graduate studies at the University of South Australia and is passionate about the development of Western Australian owned businesses and the prioritisation of Western Australian opportunities for Western Australian contractors.


Jason Flowerdew

Jason is the National Pre-Contracts Manager at DT Infrastructure and has over 30 years' experience in the construction industry in South East Asia and Western Australia. A born and bred Western Australian from an agriculture background, he completed engineering at UWA, but it was work experience with Thiess that solidified a love for construction. Opportunity enabled Jason to work in Hong Kong, Singapore and Malaysia before returning to WA for what was then the biggest gig in town – the Graham Farmer Freeway project – in the mid '90s. Since then he has been involved in the many facets of the construction industry, from small business owner, to operational, delivery, and more recently corporate roles. Jason is a Chartered Professional Engineer, Fellow and past Western Australian President of Engineers Australia and is looking forward to representing CCF on behalf of the construction industry in Western Australia.


Tim Ryan

Tim is Manager, Civil Infrastructure at RJ Vincent. Following completion of studies, Tim worked in challenging environments to obtain valuable experience both in Australia and in Africa, working in both the private and public sectors. He commenced work with RJV in 2002 as a Project Manager and has managed an extensive range of complex projects. Tim progressed to the crucial position of Contracts Manager for RJV in 2006 and has more recently been appointed Manager of the company’s Civil Infrastructure division.


Tony Ricciardello

Tony has more than 20 years’ experience in the project delivery, working his way up from project engineer to project manager, construction manager and now Operations Manager at Georgiou Group. His key areas of expertise lie around project and resource management, Value Engineering, and commercial and contract management.


Anthony Tsalikis

Anthony has 15 years’ experience in the Civil and Earthmoving industry throughout Western Australia, combined with a BEng Hons in Civil and Construction. Anthony is the General Manager of GMF Civil Pty Ltd which forms part of GMF Contractors Pty Ltd and has grown this part of the business over the past 3 years. Starting as a Site Engineer and progressing through to Project Manager and Construction Manager Anthony has gained numerous years of project management experience. He is extremely driven and passionate in small to medium sized contractors receiving fair opportunities to grow within the Civil industry.


Mick Unger

Mick has been involved in the civil construction industry for over 20 years and is currently Director Pre-contracts with Ertech Pty Ltd. Mick is also a member of the Governing Council of North Regional TAFE. These roles have provided Mick with significant experience in the civil construction industry and provided an avenue for him to exploit his passion for training in the construction industry. Mick has also been instrumental in developing and implementing successful training and development programs, particularly for Aboriginal people.



Tinus Nagel

Tinus Nagel is the general manager of WA Premix. He is an experienced engineering business and project management professional within the oil & gas and mining industries. Tinus also has experience in the materials handling, piping, and process equipment field. He was a project manager, project engineer, and engineering manager covering civil, electrical, structural, and mechanical disciplines.
