Board Members & Executive Staff



CCF WA’s elected branch board provides governance and strategic direction.


PRESIDENT – Leon Fogliani

Leon Fogliani, Operations Manager at BMD, has a strong history of leading successful major road and bridge projects in Western Australia. His approach is that of open collaboration by building relationships with clients, key suppliers and sub-contractors. Having worked his way up from graduate engineer to Operations Manager in WA, Leon has specific and relevant experience in the challenges our industry faces every day. These challenges can be overcome by working together for common goals to make our industry fair and sustainable for all.


VICE PRESIDENT – Dave Schlueter

Dave is General Manager and a Director of Enviro Infrastructure, a diversified civil construction company with operations throughout Western Australia and New Zealand, and Vice President of CCF WA. After completing high school in the state’s South-West Dave relocated to the Pilbara region and worked for over 10 years in the construction, resources and aviation industries in the Pilbara and Kimberley. Dave is currently undertaking post-graduate studies at the University of South Australia and is passionate about the development of Western Australian owned businesses and the prioritisation of Western Australian opportunities for Western Australian contractors.


David Della Bona

David Della Bona is the Managing Director of WA Limestone. He also previously served as President of CCF WA and has been an active Board Member for over seven years. David conducted his tertiary studies at Murdoch University and has worked in the family owned business for over 25 years. David and the company have been involved in major projects state wide, including many marine and large road construction projects. WA Limestone operates over 20 operating quarries and concrete plants in W.A.


Steve Tennant

Steve Tennant has a BSc Hons in Civil Engineering and has over 30 years of experience in an Engineering capacity. Steve has key skills in Contract Management and Project Management and has worked on Rail, Civil and Water Infrastructure Projects. Steve’s current position is Executive General Manager at Georgiou where he has full responsibilities to identify, win and execute works.


Anthony Tsalikis

Anthony possesses 15 years’ experience in the Civil and Earthmoving industry throughout Western Australia, combined with a BEng Hons in Civil and Construction. Anthony is the General Manager of GMF Civil Pty Ltd which forms part of GMF Contractors Pty Ltd and has grown this part of the business over the past 3 years. Starting as a Site Engineer and progressing through to Project Manager and Construction Manager Anthony has gained numerous years of project management experience. He is extremely driven and passionate in small to medium sized contractors receiving fair opportunities to grow within the Civil industry.


Mick Unger

Mick has been involved in the civil construction industry for over 20 years and is currently Director Pre-contracts with Ertech Pty Ltd. Mick is CCF National President and is a member of the Governing Council of North Regional TAFE. These roles have provided Mick with significant experience in the civil construction industry and provided an avenue for him to exploit his passion for training in the construction industry. Mick has also been instrumental in developing and implementing successful training and development programs, particularly for Aboriginal people.


Stuart Buckby

Stuart Buckby is Managing Director of Buckby Contracting. Established in late 2003, Buckby Contracting has grown to become a sizeable company employing 70 full time staff. Although Stuart left school without any formal qualifications, his passion and determination to get the job done, proved that this wasn’t to be detrimental to his overall long term success. He was well known in the local land development fraternity, having spent almost 20 years with another fellow CCF contractor, before venturing out on his own 10 years ago. He has established some excellent working relationships along the way, with a positive can do attitude. He has experience with every aspect of civil subdivision work.


Tim Ryan

Tim is Manager, Civil Infrastructure at RJ Vincent. Following completion of studies, Tim worked in challenging environments to obtain valuable experience both in Australia and in Africa, working in both the private and public sectors. He commenced work with RJV in 2002 as a Project Manager and has managed an extensive range of complex projects. Tim progressed to the crucial position of Contracts Manager for RJV in 2006 and has more recently been appointed Manager of the company’s Civil Infrastructure division.


Lissa Wypynaszko

Lissa Wypynaszko is an owner of Leeuwin Civil, an independently owned civil engineering company employing more than 60 people within the South West region of Western Australia. Lissa is responsible for the development of land acquisitions for the sustainable growth of the business through locally sourced materials and development opportunities. Lissa has a B.Ed/B.A from University of Newcastle and is currently pursuing her MBA. She is passionate about ensuring fair opportunities in Government capital works procurement for regional businesses and providing young people with pathways into the industry.
